Victim's Impact Panels In 1984, Judge David Admire of Northeast District Court in Redmond, Washington, and Larry and Shirley Anderson of Bothell, the parents of a young man killed by a drunk driver, founded the DWI Victims Panel “in an effort to crack the barrier of self concern so offenders will give greater thought to the consequences of their actions.” Typically, panelists tell their story of how an alcohol-impaired driver changed their lives. Most people attending panels are people charged with impaired driving. By hearing their stories, panelists hope that attendees will avoid driving when drinking in the future. Panels are held every non-holiday Saturday at Coastal Treatment Services, from 8:00 to 9:30 AM, for a fee of $30. Advance telephone registration is required by the previous Friday at 3:00 PM. An evening sessions is offered once a month on the thrird Tuesday of each month, starting at 6:30 pm. Urinalysis Screening Services Coastal Treatment Services provides drug and alcohol urinalysis screening services. Urinalysis testing is available for individuals not enrolled in our formal treatment programs. Routine screening purposes include family interventions/monitoring, pre-employment testing, medical referrals and child custody issues. Minors must be willing to sign a release of information agreement in order for a parent to be informed of the results. Coastal Treatment Services uses a state of the art two step process. An immunoassay is the first step in the process to look for the presence of drugs of abuse in urine. If the initial immunoassay is positive, the urine sample is then processed by Gas Chromatography/Mass Spectrometry (GCMS) for confirmation. A GCMS confirmation is considered to be the "gold standard" in the drug testing industry and is 100% accurate. GCMS is utilized to confirm test results that indicate any level of a controlled substance. When the laboratory suspects adulterants, dilution, or other sample abnormality, GCMS will identify the exact chemicals compounds present in suspicious samples. Urinalysis screening services are available Monday through Thursday from 8:00 AM to 8:00 PM and on Fridays from 9:00 AM to 3:00 PM, without an appointment. Testing may be available on weekends by appointment only. Testing fees are $45, payable at time of collection. Standard testing will detect the present of alcohol, marijuana, cocaine, opiate, amphetamine/methamphetamine and PCP use. Testing for other drugs of abuse is available at increase fees. Services fees include a copy of the laboratory report and a verbal interpretation of the test results.
